Job Description:

The Sr. Manager, Gov't Affairs & Strategy will serve as a strategist and engagement lead for potential commercial partners w / focus on Gov't wins and procurement efforts. Provides direct support to the Sr. Director Government Affairs in developing and managing business opportunities.

Essential responsibilities include:

  1. As JHS continues to grow, we are building out our team to work collaboratively with the U.S. Government to support the development of pharma solutions in support of national security, the bio-economy and supply chains resilience.
  2. The negotiations and administration of JHS's U.S. Government contracts and subcontracts and help guide our team as we deliver capabilities and products to our Government partners and rapidly expand our Government portfolio of projects.
  3. Play an important role in the marketing for JHS's cost/price proposal submissions in response to Government solicitations.
  4. Drive JHS's mission and strategy, and uniquely positioned to create impact both for our U.S. Government partners and for JHS at large.
  5. Effectively leverage the existing JHS org by coordinating and working well with all functional teams.
  6. Serves as a lead contracts manager, identifier, and negotiator for U.S. Government commercial contracts and subcontracts.
  7. Through coordination of the applicable functions, provides cradle-to-grave for business development of opportunities for prime contracts and subcontract arrangements, from negotiation and award execution, through award modifications to contract closeout through all appropriate internal reviews and approvals of all award documents;
  8. Analyzes USG requirements, with understanding of the market and JHS capabilities to proactively identify potential opportunities with govt and E2E solutions via partnerships.
  9. Supports proposal preparation (RFP review, analysis, interpretation and contractual advice on terms and conditions) and developing the cost and price proposals and pricing strategies required during negotiations;
  10. Drive creative, critical thinking and action throughout the full acquisition lifecycle, and helps establish new internal acquisition policies and procedures to facilitate streamlining the contract negotiation and administration process and efficient development of cost/price proposals for the Government;
  11. Provides expertise in identifying creative solutions to potential contractual problems or conflicts, analyzing impact/ramifications; recommends and implements mitigation strategies.

Qualifications:

  • Bachelor's degree in business-related field, or equivalent combination of education and experience
  • 10-15 years pharma experience with writing requirements, developing solutions, implementing process improvements, and conducting testing In a business environment preferred
  • Technical writing skills to effectively translate business requirements
  • Strong analytical skills, ability to perform market analysis, and experienced in analyzing requirements
  • Strong critical thinking, problem-solving, judgment, and decision-making skills
  • Ability to communicate effectively (written, verbal/presentation, and active listening)
  • Ability to prioritize continually/multi-task; remains efficient in managing an ever-changing workload
  • Project management skills; demonstrates commitment to practicing sound documentation and file management techniques
  • Ability to build and manage relationships; be responsive to the dynamics of the environment, interpersonally and organizationally; and ability to influence and interact with different levels within Jubilant HollisterStier
  • Solid customer-centric skills and ability to understand internal and external customers and cultivate strong, collaborative relationships
  • Teamwork/Collaboration with both technical peers and business users; ability to work well within a team environment as well as independently

Shift: Days

Compensation:

The annual salary range for this position is $77,000 - $121,000 depending on experience.
