The primary duties of the Office Engineer/ Construction Administrator will be responsible for development, organization, and tracking of construction documentation. This position will assist in the preparation of change orders, cost estimates, plan revisions, and specifications for construction projects. Performs routine engineering assignments requiring application of spreadsheets databases, pdf, and scheduling software. Assignments have clear specified objectives and limited variables. Works independently on most assignments and assists more senior engineers on more complex assignments. May give direction to clerical and technical personnel. This position will be based in Coeur d'Alene.

The successful candidate will have excellent communication and organization skills working closely with contractors, clients, and other HDR staff.

Other duties of the Office Engineer/ Construction Administrator include:

  • Read and interpret construction drawings and specifications and identify discrepancies or conflicts within the documents.
  • Develop and maintain paper and electronic files using standardized filing organization.
  • Develop and maintain a variety of documents for tracking items such as Submittal, Materials, Issues, and Payment Logs.
  • Manage Contractor submittals including review for completeness; route for review/approval; return to contractor, and document acceptance.
  • Communicate directly with the Contractor to resolve issues or problems particularly on administrative items.
  • Ensure all documentation for federally funded projects is completed and meets federal aid requirements, including verification of certified payrolls, training, and DBE.
  • Develop and/or revise current forms or processes to improve current systems and processes.
  • Research and provide information to support resolution of problems or issues.
  • Provide leadership and guidance as needed to ensure compliance with document control best management practices and requirements for federal funds.
  • Reviews payment records and prepares monthly payment applications.
  • Prepare change orders, change order estimates, and change order backup packages.
  • Review construction materials submittals for Contract compliance.
  • Review and develop pay estimates for acceptance.
  • Prepare, manage and maintain documents for construction meetings such as agendas and notes.
  • Assist with project audit/closeout.
  • Work under general supervision of a more-senior Construction Engineering Manager.
  • Perform other duties as needed.

Qualifications

Required Qualifications

  • Degree in Engineering, Construction Technology, or equivalent experience.
  • Demonstrated construction experience on multidisciplinary projects.
  • Familiarity with Construction Management software, processing of submittal reviews, and the document control processes.
  • Must have a fundamental understanding of contracts and familiarity with codes and laws governing construction.
  • Must possess the ability to read and interpret construction drawings and specifications and identify discrepancies or conflicts within documents.
  • Must be able to work in a team environment.
  • Must be computer literate, experience with Microsoft Office, Microsoft Project, or related construction packages.
  • Must have excellent verbal and written communication skills.
  • Travel to projects within the inland northwest area may be occasionally required.
  • This position requires successfully passing drug-screening procedures prior to being hired; thereafter subject to random and cause drug and alcohol testing. HDR is a drug and alcohol-free environment.

Preferred Qualifications

  • Minimum 2 years of related experience is preferred.
  • Excellent oral and written communication skills.
  • Experience with state and federal transportation procedures for transportation construction.
